INSTEP And UTP Formalise Strategic Partnership to Future-Proof PETRONAS’ Human Capital

INSTEP and Universiti Teknologi PETRONAS (UTP) formalised a strategic partnership through the signing of three Memoranda of Agreement (MoAs), reinforcing a shared commitment to future-proof PETRONAS’ human capital.

The MoAs comprise the INSTEP–UTP Collaboration Agreement, the Learning Agreement for Industrial Energy Systems and Risk Management, and the Collaboration Agreement for the Southeast Asia Methane Emissions Technology Evaluation Centre (SEA-METEC) Project.

This strategic collaboration reflects a unified commitment between INSTEP and UTP to elevate national technical capabilities, strengthen industry–academia integration, and future proof Malaysia’s and PETRONAS’ talent pipeline in line with evolving energy landscape demands.

The agreements were signed by Chief Executive Officer of INSTEP, Ts. Azhar Ahmad, and President and CEO of Universiti Teknologi PETRONAS, Ir. Mohamed Firouz Asnan.

The event was also attended by Pn. Akmal Niza Bt Ahmad, Senior General Manager Education & Human Capital Investment, PETRONAS.

Her attendance underscored the strategic importance of this collaboration, marking a significant step towards deeper integration as learning arms under PETRONAS.

Key areas of cooperation include capability development and training, joint course development and third-party programme offerings, access to facilities and technical resources, as well as staff exchange and industrial placements.

“Through the signing of this MoAs today, we foresee stronger alignment between academia and industry, enhancing operational readiness through competency-based training that meets evolving industry demands and future energy challenges,” remarked Ts. Azhar Ahmad, Chief Executive Officer of INSTEP.

Students from Bachelor of Integrated Engineering, UTP had the valuable opportunity to engage in an impromptu discussion with the CEO of INSTEP, gaining insightful perspectives on industry expectations for graduates entering the workforce.

As PETRONAS’ technical learning arm, INSTEP remains committed to addressing both current and future industry challenges. By leveraging the combined strengths, resources, and expertise of INSTEP and UTP, this partnership is set to accelerate research, enhance capability development, and deliver practical, industry-driven solutions. INSTEP and UTP joint role as host sites for the development of SEA-METEC further underscores this commitment and our readiness to advance technological innovation in the region.

INSTEP Strengthens Uganda’s Energy Workforce ahead of Nation’s First Oil

A total of 57 participants from the Tilenga Academy (TEPU) Traineeship Cohort 2/2025 were recognised at a closing ceremony marking the successful completion of a 4-month intensive training programme at Institut Teknologi Petroleum PETRONAS (INSTEP). 

This milestone follows the successful completion of 68 participants from the first cohort in August last year, as well as five engineers from the Uganda National Oil Company (UNOC), reinforcing INSTEP’s continued role in developing skilled talent for Uganda’s expanding oil and gas sector.

The event was graced by the presence of Her Excellency Dr. Betty Bigombe, High Commissioner of Uganda to Malaysia, and Mr. Lamin Sabally, Operation Director, TotalEnergies E&P Uganda.

The participants underwent the Offshore Petroleum Industry Training Organisation (OPITO) Global Level 2 Certificate Programme, a comprehensive international certification spanning in 4 months. The programme integrates health, safety and environment (HSE) principles with industry working practices, simulated skills training, and hands-on plant experiential learning at INSTEP’s Upstream Downstream Training Plant (UDTP).

Designed to meet industry demands, the programme covers four key trades which are, Operations, Mechanical, Electrical, and Instrument & Control, while embedding HSE elements throughout the learning journey.

Upon completion, participants are expected to return to Uganda equipped with enhanced technical competencies, ready to contribute to national development and support the growth of the local oil and gas industry in pursuit of long-term economic prosperity.

INSTEP and Hibiscus Petroleum Advance Tomorrow’s Technical Workforce

Ten participants from Hibiscus Petroleum Berhad were recognised at the closing ceremony of the second batch of the Hibiscus Graduate Technician Programme, held at the Institute of Technology PETRONAS (INSTEP), Kuala Nerus.

Designed to support newly onboarded technicians, the six-month programme equips participants with essential knowledge and practical skills in upstream operations and maintenance. Through structured, hands-on experiential learning, the programme upskills Hibiscus Petroleum’s workforce while preparing them for a confident transition into the industry upon completion.

The Hibiscus Graduate Technician Programme comprises four intensive technical modules covering Production, Mechanical, Instrumentation and Electrical disciplines. These are delivered through a combination of classroom-based theoretical learning and practical, hands-on training at INSTEP’s Upstream Downstream Training Plant (UDTP), providing participants with exposure to real-world operational environments.

“At INSTEP, we are committed to developing a highly skilled and competent workforce to meet the evolving demands of the energy industry. This strategic collaboration between INSTEP and Hibiscus Petroleum exemplifies our shared commitment to nurturing local talent and strengthening industry expertise,” said INSTEP Chief Executive Officer, Encik Azhar Ahmad.

The programme received positive feedback from participants, who highlighted the value of practical exposure and teamwork. One of the participants, Joshua Raj Rayner, 26, from Sabah, shared that the programme provided a realistic experience of working in an operational plant environment.

“One of my most memorable experiences was during the utility system plant start-up module, which extended beyond an eight-hour shift. The session tested our communication and resilience, while giving us a true sense of real-world operations and strengthening our bond as a team,” he said.

Another participant, Aaron Roy Lawrence, 28, from Selangor, noted that the programme also contributed to his personal growth, allowing him to better understand his strengths and adaptability in a demanding technical environment.

INSTEP continues to play an important role in strengthening the technical capabilities of Hibiscus Petroleum’s workforce. Since the successful completion of the first cohort of 10 technicians in 2024, both organisations have collaborated on a range of upskilling and competency development programmes. These include Advanced Pigging Operations, safety certification under the IECEx Scheme for explosive and hazardous environments (Ex001, Ex007 and Ex008), as well as High Voltage (HV) and Low Voltage (LV) Switching and Generator Synchronising Practices. 

The ongoing collaboration between INSTEP and Hibiscus Petroleum serves as a strong foundation for building a more resilient and sustainable energy future for Malaysia, while advancing the development of the nation’s next generation of technical professionals.

Pulangan Zakat Kakitangan PETRONAS Biayai Pelatih Program Latihan Teknikal Tvet Minyak Dan Gas

Seramai 43 pelatih telah menerima sijil tamat latihan pada Majlis Penutup Oil & Gas Wakalah TVET Programme (OGWTP) Kumpulan 3/2025 yang berlangsung di kampus Institut Teknologi Petroleum PETRONAS (INSTEP) di Batu Rakit.

Majlis meraikan kejayaan para pelatih yang telah menamatkan empat bulan latihan di INSTEP, diikuti dua bulan penempatan industri bersama syarikat penyedia perkhidmatan minyak dan gas Terengganu yang beroperasi di seluruh Semenanjung Malaysia.

Ketua Pegawai Eksekutif INSTEP, Ts. Azhar Ahmad berkata, usaha memperkukuh kemahiran teknikal dan meningkatkan kebolehpasaran pelatih tempatan terus menjadi keutamaan institusi melalui program ini.

“Program ini mencerminkan sokongan terhadap transformasi sektor tenaga negara, bukan sahaja melalui teknologi dan inovasi, malah dengan  membangunkan  tenaga kerja mahir yang diperlukan bagi masa depan tenaga bersepadu. Dengan kandungan latihan yang relevan dengan keperluan industri semasa dan akan datang, kami memastikan para pelatih lulusan INSTEP bukan sahaja memiliki kebolehpasaran hari ini, tetapi juga bersedia menghadapi evolusi sektor tenaga dalam dekad akan datang,” katanya.

Turut hadir, ADUN Batu Rakit, Encik Mohd Shafizi Ismail, Ketua Pegawai Eksekutif Terengganu Human Resource Development Centre (THRDC), Encik Aminuddin Omar, serta Ketua Pegawai Eksekutif, Majlis Agama Islam dan Adat Melayu Terengganu (MAIDAM) Terengganu, Dato’ Prof. Madya Dr. Ahmad Azrin Bin Adnan.

Majlis turut disempurnakan dengan penyampaian sijil tamat latihan oleh Pengerusi Jawatankuasa Keusahawanan, Sumber Manusia, Koperasi dan Hal Ehwal Pengguna Negeri Terengganu, Dato’ Ariffin Deraman.

Ditubuhkan pada tahun 2024, OGWTP merupakan program latihan TVET khusus untuk golongan asnaf Terengganu. Sejak pelaksanaannya, program ini terus mencatat perkembangan yang sangat positif dengan penyertaan seramai 164 pelatih setakat ini.

Daripada jumlah tersebut, 71 daripada 74 pelatih Kumpulan 1 dan 2 telah berjaya memperoleh pekerjaan atau melanjutkan pengajian dalam bidang teknikal di institusi pengajian tinggi.

Kejayaan program ini sejajar dengan komitmen untuk memperkukuhkan ekosistem tenaga Malaysia secara menyeluruh. Cabaran sektor tenaga di masa hadapan memerlukan tenaga kerja tempatan yang dilengkapi dengan kemahiran teknikal yang berkembang seiring dengan keperluan industri. Dengan kadar penempatan pekerjaan melebihi 95 peratus, OGWTP membuktikan bahawa pelaburan dalam pembangunan modal insan tempatan bukan sekadar tanggungjawab sosial, tetapi strategi perniagaan yang kukuh.

Para pelatih dibahagikan kepada dua disiplin utama, iatu Mekanikal serta Elektrikal dan Instrumentasi (E&I), yang mengikuti tujuh modul teknikal utama serta latihan pensijilan industri termasuk Instrument & Cabling Certification bagi disiplin E&I, Rigging and Slinging Certification daripada National Institute of Occupational Safety and Health (NIOSH) bagi disiplin Mekanikal, selain modul wajib industri seperti Tropical Basic Offshore Safety Induction and Emergency Training (T-BOSIET), Oil and Gas Safety Passport (OGSP) dan Authorised Entrant and Standby Person (AESP).

Dana As-Syakirin ditugaskan sebagai pemegang amanah untuk mengurus agihan sebahagian zakat kakitangan PETRONAS yang disalurkan kepada Majlis Agama Islam dan Adat Melayu Terengganu (MAIDAM), termasuk zakat wakalah. Zakat wakalah digunakan untuk membiayai pelaksanaan program latihan TVET yang dikendalikan oleh INSTEP. Program ini turut diperkukuh melalui kerjasama erat antara INSTEP, Yayasan Pendidikan MAIDAM (YPM), Dana As-Syakirin serta 18 rakan strategik industri di bawah Jawatankuasa Kerjasama Industri OGWTP. Antara syarikat penyedia perkhidmatan dari Terengganu yang terlibat ialah EPIC Berhad, UBF Maintenance Sdn Bhd, Elektro Serve (M) Sdn Bhd dan Tenaga-tech (M) Sdn Bhd.

Seramai 43 pelatih telah menerima sijil tamat latihan pada Majlis Penutup Oil & Gas Wakalah TVET Programme (OGWTP) Kumpulan 3/2025 yang berlangsung di kampus Institut Teknologi Petroleum PETRONAS (INSTEP) di Batu Rakit.

Majlis meraikan kejayaan para pelatih yang telah menamatkan empat bulan latihan di INSTEP, diikuti dua bulan penempatan industri bersama syarikat penyedia perkhidmatan minyak dan gas Terengganu yang beroperasi di seluruh Semenanjung Malaysia.

Ketua Pegawai Eksekutif INSTEP, Ts. Azhar Ahmad berkata, usaha memperkukuh kemahiran teknikal dan meningkatkan kebolehpasaran pelatih tempatan terus menjadi keutamaan institusi melalui program ini.

“Program ini mencerminkan sokongan terhadap transformasi sektor tenaga negara, bukan sahaja melalui teknologi dan inovasi, malah dengan  membangunkan  tenaga kerja mahir yang diperlukan bagi masa depan tenaga bersepadu. Dengan kandungan latihan yang relevan dengan keperluan industri semasa dan akan datang, kami memastikan para pelatih lulusan INSTEP bukan sahaja memiliki kebolehpasaran hari ini, tetapi juga bersedia menghadapi evolusi sektor tenaga dalam dekad akan datang,” katanya.

Turut hadir, ADUN Batu Rakit, Encik Mohd Shafizi Ismail, Ketua Pegawai Eksekutif Terengganu Human Resource Development Centre (THRDC), Encik Aminuddin Omar, serta Ketua Pegawai Eksekutif, Majlis Agama Islam dan Adat Melayu Terengganu (MAIDAM) Terengganu, Dato’ Prof. Madya Dr. Ahmad Azrin Bin Adnan.

Majlis turut disempurnakan dengan penyampaian sijil tamat latihan oleh Pengerusi Jawatankuasa Keusahawanan, Sumber Manusia, Koperasi dan Hal Ehwal Pengguna Negeri Terengganu, Dato’ Ariffin Deraman.

Ditubuhkan pada tahun 2024, OGWTP merupakan program latihan TVET khusus untuk golongan asnaf Terengganu. Sejak pelaksanaannya, program ini terus mencatat perkembangan yang sangat positif dengan penyertaan seramai 164 pelatih setakat ini.

Daripada jumlah tersebut, 71 daripada 74 pelatih Kumpulan 1 dan 2 telah berjaya memperoleh pekerjaan atau melanjutkan pengajian dalam bidang teknikal di institusi pengajian tinggi.

Kejayaan program ini sejajar dengan komitmen untuk memperkukuhkan ekosistem tenaga Malaysia secara menyeluruh. Cabaran sektor tenaga di masa hadapan memerlukan tenaga kerja tempatan yang dilengkapi dengan kemahiran teknikal yang berkembang seiring dengan keperluan industri. Dengan kadar penempatan pekerjaan melebihi 95 peratus, OGWTP membuktikan bahawa pelaburan dalam pembangunan modal insan tempatan bukan sekadar tanggungjawab sosial, tetapi strategi perniagaan yang kukuh.

Para pelatih dibahagikan kepada dua disiplin utama, iatu Mekanikal serta Elektrikal dan Instrumentasi (E&I), yang mengikuti tujuh modul teknikal utama serta latihan pensijilan industri termasuk Instrument & Cabling Certification bagi disiplin E&I, Rigging and Slinging Certification daripada National Institute of Occupational Safety and Health (NIOSH) bagi disiplin Mekanikal, selain modul wajib industri seperti Tropical Basic Offshore Safety Induction and Emergency Training (T-BOSIET), Oil and Gas Safety Passport (OGSP) dan Authorised Entrant and Standby Person (AESP).

Dana As-Syakirin ditugaskan sebagai pemegang amanah untuk mengurus agihan sebahagian zakat kakitangan PETRONAS yang disalurkan kepada Majlis Agama Islam dan Adat Melayu Terengganu (MAIDAM), termasuk zakat wakalah. Zakat wakalah digunakan untuk membiayai pelaksanaan program latihan TVET yang dikendalikan oleh INSTEP. Eight Santos Engineers Say Goodbye to INSTEP

INSTEP recently celebrated the successful completion of a 90-day training programme for eight engineers from Santos under Customized Petroleum Technology Program for Engineer Batch 2, on 30 November 2025. Santos is a global energy company with operations across Australia, Papua New Guinea (PNG), Timor-Leste, and the United States of America (USA).

This specially tailored programme for Santos engineers covered Production, Mechanical, Electrical and Instrumentation module. This programme integrates multi skills from these four trades, for our participants to obtain the comprehensive knowledge and experiential learning at INSTEP.

Beyond their classroom and workshop sessions, the programme was also designed to include several engaging activities aimed at strengthening trainee bonding and teamwork. These activities supported the development of key competencies such as Effective Teams, Effective Communication, Conflict Management, Leadership, and other essential soft skills. One of the highlights was a team-building programme conducted together with 20 Santos Apprentices from Apprentice Batch 4 at INSTEP.

Forging the Dream of A Roti Canai Maker

Hailing from Kg. Langkap, Setiu, Wahidduzaman, better known as Wahid among his peers, is now one step closer to joining the nation’s oil & gas technical workforce. As a trainee of the INSTEP Oil and Gas Wakalah TVET Programme (OGWTP) Batch 3, he is currently undergoing On-the-Job Training (OJT) at Upstream Downstream Process & Services Sdn. Bhd in Chukai., marking the final stage of his journey before graduation.

Having spent six months after his diploma graduation working as a roti canai maker at his parents’ stall did not stop him from pursuing his dream of joining the oil and gas industry. At the time, he had yet to uncover the path that would lead him there.

“Due to my limited knowledge and exposure on the education pathways and career progression, I didn’t know how to start working on realising my dream,” he shared.

Everything changed when Wahid came across posts featuring success stories from previous batches who had found new opportunities after completing the OGWTP at INSTEP. Their journeys inspired him to take the first step.

That was when his interest sparked to enrol in the INSTEP OGWTP programme, where he hoped to gain essential technical knowledge and hands-on experience.

Wahid honed his technical skills at INSTEP through his 6-month learning journey.

“One key knowledge that was being emphasised in INSTEP is the safety of every worker in the workplace. We did a lot of Unsafe Act Unsafe Condition (UAUC) Walkabout to embody the lessons we learnt in classes.”

Though he took time to adapt to the strict HSE practices in classes and on campus, Wahid now know better that habits are built upon practices.

“At first, it felt awkward to wear gloves and full PPE all the time, especially since I was used to working bare-handed as a roti canai cook. But over time, I learned to adapt to the safety-first culture, where every piece of PPE and every hazard control plays an important role in maintaining a safe working environment.”

Anchoring himself in discipline and self-confidence throughout his learning journey at INSTEP, Wahid as the eldest of four siblings, remains determined to shape a better future for himself and his family. Despite the challenges of balancing his studies with his weekend work as a roti canai maker, he stays motivated to achieve financial stability and support his loved ones.

10th Batch of INPEX Engineers Completes Training at INSTEP

INSTEP recently celebrated the successful completion of the 1-Month INPEX HSE – OJT Primary Course Training Programme, held on 6 November 2025, involving 22 engineers from INPEX Corporation, Japan.

Learners were given the opportunity to put their learning into practice through hands-on experiences.

The training programme is curated to cater the blended learning approach by incorporating theoretical learning in classroom, practical activities in workshop and hands-on job training at UDTP, giving opportunity for the learners to translate their theoretical knowledge into action.

The certificate was presented by En. Arezudin Abdullah, Senior Manager of Learning Academy, INSTEP.

“As INPEX’s strategic partner, INSTEP is committed to enhancing technical competencies for energy workforce development, ensuring our partners receive the value and skills they need to thrive in the energy industry,” said En. Arezudin Abdullah during his speech at the event.

Nasih, a 20-year-old determined youth from Marang, Terengganu, is one of the beneficiaries of the Oil and Gas Wakalah TVET Programme (OGWTP) Batch 3. He is currently undergoing his on-the-job training (OJT) at Kemaman Supply Base (KSB).

Coming from a Madrasah Tahfiz background, Nasih had always envisioned the oil and gas industry as his dream career. With a clear goal to one day be part of the field, he made up his mind to venture into the technical world and took his chance when OGWTP Batch 3 opened its doors.

From being a seaman to working as a part-time barber, Nasih has gone through it all to support himself and his family, as the sixth child in a family of twelve.

“As the eldest son living with my mother in the village, I’ve carried a big responsibility since my father passed away,” Nasih shared. “But that never stopped me from chasing my dream of joining the oil and gas industry one day. I’ve gone through a lot, balancing the search for opportunities to study and work while also providing for my family.”

“As far as I knew before, the oil and gas industry was a vast field, and that’s what drew my interest to join, even though I had no technical background,” he shared.

As a learner under OGWTP Batch 3, Nasih’s six-month journey in INSTEP equipped him with valuable certifications such as the Oil and Gas Safety Passport (OGSP) and T-BOSIET, which he described as a privilege he could not have afforded on his own.

“The knowledge I gained at INSTEP became the foundation for the technical work I’m now doing during my OJT, including tasks like valve servicing and measuring shaft runout,” he said proudly.
