The Health, Safety and Environment (HSE) Academy provides a wide range of health, safety, and environmental training services to oil & gas industries globally.
Various equipment and workshops are available to facilitate and deliver theoretical and practical training sessions, for pre-employment, short courses, long-term and residential programmes to fulfil the requirements for skilled and competent manpower in the health, safety, and environment sector.

Health, Safety & Environment

We strive to assist our clients with the development, execution, and management of HSE programmes to ensure compliance with health, safety, and environmental regulations.
Safe handling, storage, transportation, and proper treatment & disposal of scheduled wastes are crucial to prevent unintended exposure that will affect human health and pollute the environment.
Safe handling and proper management of hazardous wastes require competent person who is knowledgeable and able to advise organisation to comply with the legal requirements and industry best practices. INSTEP is an approved training provider to facilitate CePSWaM with the intention to produce as many competent person as possible for the benefit of the nation. Our trainers are capable to share their hands-on experiences and transfer their knowledge, in addition to classroom activities and discussion of case studies.
Certificate of Competency will be awarded by Environment Institute of Malaysia (EiMAS) to participants who have successfully completed the course, passed the examination and submitted field training reports.

Authorised Entrant and Standby Person (AESP)
This is a 2-day programme which provides participants with essential knowledge and skills for confined space activities according to Occupational Safety & Health Act (OSHA 1994) and Industry Code of Practice (ICOP 2010). Upon completion and successful assessment, participants will be certified by Department of Occupational Safety and Health (DOSH) as a Certified Authorised Entrant & Standby Person (AESP) for confined space.
At the end of this programme, participant will be able to:
- Comply with OSHA 1994 and ICOP 2010 pertaining to confined space
- Identify the hazards in confined space
- Execute confined space procedures
- Use appropriate protective equipment for safe entry
- Carry out duties and responsibilities as Authorized Entrant and Standby Person
- Be certified by DOSH as an Authorized Entrant & Standby Person (AESP) for confined space
Working at Height (WAH) Awareness
This is a 1-day programme which enables the participants to gain fundamental knowledge on the regulatory requirements for Working at Height. In addition, they will be exposed to identification and assessment of hazards and demonstration of hazard control during working at height.
At the end of this programme, participant will be able to:
- Describe the regulatory and PETRONAS requirement on working at height
- Identify, assess and demonstrate the hazard control during working at height
- Explain the mitigation and emergency response requirements when major hazard incidents occur
- Implement working at height standard and requirement
Working at Height (WAH) Rescue
In this 2-day programme, participants will be able to describe the regulatory and PETRONAS requirement on Working at Height. In addition, participant will be able to identify, assess, and demonstrate the hazard control when they are working at height and perform high angle rescue.
At the end of this programme, participant will be able to:
- Describe the regulatory and PETRONAS requirement on Working at Height
- Identify, assess and demonstrate the hazard control during working at height
- Explain the mitigation and emergency response requirements when major hazard incidents occur
- Implement working at height standard and requirement
- Perform high angle rescue during working at height
Working at Height (WAH) Facility
Working at Height facility is available for practical activity using safety harness and others relevant equipment. Scaffolding in this area is safely designed using metal structures and tubular pipes. It is used to support learners, trainers and material used during the training session. In industrial setting, scaffolds support materials to aid in the construction, maintenance and repair of buildings, bridges and all other man-made structures. Scaffolds are widely used in industrial setting to access to heights and areas that would be otherwise hard to reach.
2 programmes are offered using this facility, which are Working at Height Awareness and Working at Height Rescue.
Fire Training Ground
Simulation on actual fire in processing plant to expose participants with various tactical concepts during Emergency Response Training (ERT). Programmes offered here include Emergency Response Training, Hose Handling, Basic Fire Fighting (using fire extinguisher) and Self-Contained Breathing Apparatus (SCBA).
Confined Space Facility
Our Confined Space Facility has been approved and endorsed by the Department of Occupational Safety and Health (DOSH) in August 2016 to conduct Authorised Entrant and Standby Person (AESP) for Confined Space training programme. Other than that, Fire and Rescue Department of Malaysia has approved INSTEP as the training provider for Confined Space Rescue training using this facility.
Both competency training programmes are in compliance with ICOP Confined Space, 2010.
